Overview

The Tobacco Use: Screening and Cessation Intervention (TSC) Measure assesses the screening for tobacco use and interventions for cessation.

This measure tracks the percentage of clients aged 18 years or older who were:
1. Screened for tobacco use at least once during the Measurement Year (MY), and
2. Received a tobacco cessation intervention during the MY or in the six months prior, if identified as a tobacco user.

 

Eligible Population

  • Clients 18 years or older on the date of service during the MY.
  • Must have had at least two encounters during the MY, or one preventive care visit.
  • Excludes clients receiving hospice services.

 

Data Entry

  • Enter data on the Client or Payer tab.
  • Data can be arranged by:
    • Payer
    • Ethnicity
    • Racial Group

 

Reporting Frequency

Report once per Measurement Year (MY) for each eligible client.

 

Submeasures

Submeasure #1: Tobacco Use Screening

Clients who were screened for tobacco use at least once during the MY.

  • Screening Tool: Use form PRO-1161.
  • Codes: G9902 (tobacco user), G9903 (non-user), G9905 (not screened).
  • Performance Met:
    • Client screened and identified as a tobacco user (G9902 or PRO-1161 data), OR
    • Client screened and identified as a tobacco non-user (G9903 or PRO-1161 data).
  • Performance Not Met:
    • Client not screened for tobacco use (G9905 or PRO-1161 data).

      NOTE: If multiple screenings are done, use the most recent.

 

Submeasure #2: Tobacco Cessation Intervention

Clients identified as tobacco users who received a cessation intervention.

  • Codes: G9906 (intervention provided), G9908 (intervention not provided).
  • Performance Met:
    • Tobacco user received cessation intervention (counseling and/or pharmacotherapy) during the MY or in the six months prior (G9906 or PRO-1161 data).
  • Performance Not Met:
    • Tobacco user did not receive cessation intervention during the MY or in the six months prior (G9908 or PRO-1161 data).

 

Submeasure #3: Combined Measure

Clients who were screened for tobacco use and either: Identified as a tobacco user and received cessation intervention, OR Identified as a tobacco non-user.

  • Codes: G0030 (performance met), G0029 (performance not met).
  • Performance Met:
    • Screened, identified as a tobacco user, and received cessation intervention (G0030 or PRO-1161 data), OR Identified as a tobacco non-user (PRO-1161 data).
  • Performance Not Met:
    • No screening or no intervention provided during the MY or in the six months prior (G0029 or PRO-1161 data).
