In order for a user to be able to add/edit the units authorized by the Health Home in Patient Detail > Service Thresholds tab, you must enable this for each Access Level as appropriate.
Service Thresholds:
- Select View to provide read-only rights to the desired access level.
- Select Edit to allow edit rights to the desired access level.
