This article guides the setup of programs and multiple program sites in eCR for billing purposes.
The Programs window can be found one of two ways:
- From the Administration drop-down menu, go to Programs.
- From the desktop menu, if set up in My Preferences, go to Administration > Programs.
Access Level Permission
For all access levels that will need permission to use Programs, follow the steps below:
- Go to Administration > Access Levels.
- Select an existing access level or create a new access level.
- Select the 2nd User Access tab.
- Check the box for Programs - List/Ad.
Add a Program
You will want to set up programs so that patients have a chart structure in a specific location and program. These programs can be used for Medication Dispensing, PROS, HCBSW, etc.
- Click Administration > Programs.
- Enter a Program Name and Description.
- Complete any other desired fields. See below for field descriptions.
- Click Save.
- Repeat for each Program you wish to create.
Field Descriptions
- Enter the Name.
- This is the name of the individual programs.
- Enter the Provider.
- This can be set up in Users or identified here.
- Enter a Description of the program, i.e. Outpatient Mental Health.
- Select a Place of Service from the drop-down menu.
- This will be the Place of Service as indicated on the license of the facility.
- Enter a program Code.
- This is the code used by the agency for reporting purposes.
- The PRU (Program Reporting Unit) field is used by OASAS only.
- Enter a Provider Number.
- Leave the Threshold blank. See this article for more about Service Thresholds.
- Enter a Locator Code, provided by the agency.
- The Max # of Beds License field is for an inpatient facility and is found on the agency's license.
- The Max # Occupancy field is for an inpatient facility and is the maximum number of patients the facility is allowed to hold.
- OMH PCS Unit Code is specific to New York State OMH programs.
- OMH PCS Site Code is specific to New York State OMH programs.
- The Specific Service Type field is used to generate reports.
- BHCD Submission fields are used by CIA only.

- Select a Primary Diagnosis Category from the drop-down menu.
- The Opiate Program Type is used by a specific agency and services.
- The LOCADTR Location is specific to New York State.
- Check the box for Auto admit functionality (OASAS rules) to admit a patient after a third assessment is completed if the patient has yet to be admitted.
- Select a Programs Category from the drop-down menu.

- Program Flags allow the user to set program specifications based on the options selected.
- 1st General Tab
- Select Bill MD Only to bill Medicaid only and is only used if the patient’s secondary insurance is Medicaid. It will not bill Medicare.
- HCBSW is used for NY Office of Mental Health waiver services for children.
- Inpatient is used for Inpatient Program billing.
- This will bill as per diem daily services.
- IOS/IOP is used for Intensive Outpatient Services and Intensive Outpatient Program billing.
- Mental Health is used for Mental Health Clinic billing.
- MH - Residential is used for Mental Health Residential billing.
- OMH Case Management is used for NY OMH Case Management billing.
- Opiate is used for Opiate Program billing.
- PROS is used for NY OMH Personalized Recovery Oriented Services billing.
- Transitionable is used for making one program transitional to another program.
- Medication Dispensing Program is used for Medication Dispensing Program billing.
- Inactive is used to inactivate the program record.

- Select Hide Manage TP on Chart to hide the Manage TP button on the chart.

Edit a Program
- At the bottom, select the program you wish to edit from the list.
- Check the box to Include Inactive if desired.
- You will see the selected program's information at the top, displaying in Edit Mode.
- Make the desired changes.
- Click Save.
